Changing Concepts of Level of Service in the Some 1985 Highway Capacity Manual: Examples

چکیده

T he 1985 Highway Capacity Manual (HCM) introduces new concepts of capacity and level of sarvice that are, in some cases, radically different from those used in previous editions of the HCM.’ A previous article has presented and discussed these basic concepts and their implication on interpreting capacity analysis results.’ This article focuses on the three primary examples of markedly different level-of-se~ice (LOS) concepts and criteria in the new manual. These examples illustrate the changing underlying concepts being used and highlight the need to interpret analysis results in new ways consistent with the revised methods and criteria. The three examples discussed are (a) basic freeway sections, (b) two-lane rural highways, and (c) signalized intersections.
